Usually paid search, because it buys you demand data quickly: within weeks you know which terms convert, which then informs SEO and content. The exception is when your margin cannot support the click prices in your sector, in which case content and SEO lead.
Yes, and it often works best. We frequently handle the technical and paid side while an internal person owns brand and content, or we act as a strategic layer reviewing their work. We are not precious about ownership.
No. We work on a rolling monthly basis after an initial three-month period, which exists because shorter than that cannot produce reliable data. If it is not working you should be free to leave.
